The area of the Napa River known as the oxbow, was developed into Copia, as a non-profit cultural and educational facility devoted to the important role wine, food, and the arts play in this country. The 78,000 square foot center is both a tourist attraction and a community gathering place. In addition to the main Center building, there is a restaurant and 2.9 acres of landscaped gardens, plus 1.5 acres of enhanced habitat along a river trail on the site in the oxbow of the Napa River.
Copia occupies a 13-acre site, which is divided by First Street traveling through the project. Significant design elements were incorporated to address the Napa River. The project is located within the floodway so a flood analysis was required. Additionally, as part of the project development, the western bank of the Napa River was stabilized to reduce the amount of erosion and slope de-stabilization, which had significantly impacted the original bank. The river bank stabilization triggered the involvement of the Corps of Engineers and required issuance of an individual permit under their jurisdiction.
